paves way for 20mph zones at all Scottish schools
New guidance designed to help local authorities introduce 20mph
safety zones on roads with higher speed limits was announced at
the Scottish event to mark World Health Day last week. The
guidance will particularly benefit schools on roads in rural areas
where current speed limits are 40mph or above.
The guidance follows the award of £27m last September for
the introduction of 20mph schemes around schools, and related safety
projects. It will apply to schools on roads where the speed limit
is higher than 30 mph and will give the green light to local authorities
that are considering such moves.
The guidance recommends advance warning signs of a new speed limit
ahead and low cost electronic part time signals to indicate the
speed limit at schools.
"The guidance we have issued will ensure that 20mph school
safety zones can be introduced outside all schools in Scotland,"
said transport minister Nicol Stephen. "This
will involve a big change in culture. Drivers will need to realise
that they must reduce their speed to 20mph outside all schools.
The lower speed limits can now be introduced on any road in Scotland
when pupils are arriving at or leaving school."
