| Plenary meeting calls for more research
43 local authorities were represented at the 2004 LARSOA plenary meeting, which took place at Tally Ho police training and recreation centre at Edgbaston, Birmingham on 12 October.
Members were informed that the financial position of the Association is healthy due to an increase in the annual subscription (£150 per authority) and an injection of funds from the Road Safety National Films Committee.
Delegates agreed that LARSOA should initiate more research projects - studies looking at the effectiveness of child cycle training and school crossing patrols were highlighted as two examples. There was also lengthy discussion about the implications for local authorities of implementing the national standard for child cycle training, in relation to the cost of having large numbers of instructors accredited.
The meeting received three presentations, including one from Stockton Borough Council's Neil Ellison on the development and success of the Handle It or Lose It campaign, which targets motorcyclists. Nick Lloyd from Staffordshire County Council and Ian Proctor from Kent County Council both talked about their teams' attempts to meet their casualty reduction targets.
